Official Pest Reports are provided by National Plant Protection Organizations within the NAPPO region. These Pest Reports are intended to comply with the International Plant Protection Convention's Standard on Pest Reporting, endorsed by the Interim Commission on Phytosanitary Measures in March 2002.

The Animal and Plant Health Inspection Service’s Federally Recognized State Managed Phytosanitary (FRSMP) program is no longer active in Florida for Bagrada hilaris (bagrada bug) and Bactericera cockerelli (potato/tomato psyllid).
If the bagrada bug or potato/tomato psyllid is detected in imported goods, shipments no longer require any federal quarantine action. Florida will continue to restrict these two pests at their quarantine stations during interstate movement.
The Florida Department of Agriculture and Consumer Services’ (FDACS) Division of Plant Industry has participated in the FRSMP program for more than 10 years. Recently, FDACS determined that the state’s regulations and authority can protect Florida agriculture, and they no longer need to participate in the FRSMP program.
Under IPPC Standards, Bagrada hilaris and Bactericera cockerelli are considered pests that are present and not widely distributed or under official control in the United States.
Federal recognition of a State-managed phytosanitary program under the FRSMP Program is consistent with U.S. trade policy and fulfills international agreements while promoting safe trade.
