Report:
September 18, 2006-This official pest report provides notification that the USDA Animal Plant Health Inspection Service is quarantining all counties of Iowa for the pine shoot beetle (Tomicus piniperda). This follows the declaration by the state of Iowa that it will not be implementing an intrastate quarantine for pine shoot beetle in response to detections in Dubuque and Scott Counties. The US Code of Federal regulations (7CFR 301.50-3(a)) allows the quarantine of less than an entire state only when the state enforces an intrastate quarantine that matches the Federal regulations, therefore the interstate quarantine action is effective immediately.
